Eleven PUVs Apprehended at NAIA for Franchise Violations
MANILA, Philippines — Authorities intensified operations against illegal public utility vehicles (PUVs) at the Ninoy Aquino International Airport (NAIA), apprehending eleven vehicles for franchise violations. The Philippine National Police Aviation Security Group (PNP AVSEG) led the crackdown targeting colorum taxis and unauthorized contracting within the airport premises.
The PNP AVSEG reported that from 10:30 a.m. to 5:00 p.m. on June 25, 2025, these eleven PUVs were caught illegally contracting passengers and violating their franchises. “Currently, the involved drivers and their franchises are under evaluation, with administrative penalties being imposed depending on the severity and frequency of their offenses,” the group added.
New Taxi Hub and Continued Efforts Against Overcharging

The crackdown also comes after a viral incident where a taxi driver charged a passenger ₱1,200 for a terminal transfer within NAIA. In response, the Department of Transportation (DOTr) announced on June 16 that the driver’s license would be revoked, reinforcing its vow to eliminate overcharging at airports and seaports nationwide.
Authorities Pledge Stricter Controls and Penalties
Local officials emphasized the importance of maintaining lawful operations at the country’s main gateway. They assured the public that intensified operations against colorum PUVs at NAIA will continue to protect passengers from illegal practices and overpricing.
