Jose Jerry Acuzar Reinstated with Secretary Rank
Jose “Jerry” Acuzar, the former housing czar, has officially regained his secretary rank and been provided a formal office three months after his removal. This development comes as part of the government’s renewed focus on the Pasig River rehabilitation, with Acuzar appointed to lead the efforts under the newly created Office of the Presidential Adviser on Pasig River Rehabilitation (OPAPRR).
President Ferdinand Marcos Jr. signed Executive Order No. 92, establishing OPAPRR and reorganizing the Inter-Agency Council for the Pasig River Urban Development (IAC-PRUD). The office is tasked with ensuring efficient and timely execution of rehabilitation and development plans for the Pasig River and surrounding water systems.
Expanded Role in Pasig River Rehabilitation
Under EO 92, Acuzar will advise the President on policies, plans, activities, and programs aimed at restoring the banks and tributaries along the Pasig River water system. He will also coordinate with local government units to implement urban development initiatives related to the river.
The OPAPRR is mandated to submit a biannual report to the President, through the Office of the Executive Secretary, detailing the progress of the Pasig River rehabilitation efforts. This formal structure aims to streamline and intensify the government’s commitment to reviving the vital waterway.
Background and Previous Tenure
Acuzar previously served as the secretary of the Department of Human Settlements and Urban Development (DHSUD) until his resignation was accepted by the President in May. This move was part of a broader government reset following the midterm elections, where Marcos’ allies secured fewer Senate seats than expected.
He was succeeded by Undersecretary Jose Ramon Aliling as DHSUD chief. Despite stepping down, Acuzar remained involved in Pasig River projects as presidential adviser for its development, though initially without a formal office or secretary rank.
Close Ties and Project Leadership
Acuzar is related by marriage to former Executive Secretary Paquito Ochoa, a former law partner of First Lady Liza Araneta-Marcos. As DHSUD secretary, Acuzar led the multi-agency Pasig Bigyan Buhay Muli initiative, a flagship project of the First Lady focused on restoring the Pasig River.
He championed the rehabilitation project for nearly three years, from his appointment in July 2022 until his reassignment in May 2025. However, Executive Secretary Lucas Bersamin remarked that Acuzar “underdelivered,” noting he had set very high expectations for himself.
Reorganization of the Inter-Agency Council
Under the new executive order, the IAC-PRUD has been reorganized with Acuzar returning as chairman in his capacity as presidential adviser. The council, initially created by EO 35 in 2023, now includes the DHSUD secretary as a member rather than chair.
Additional members added are the general managers of the National Housing Authority and the National Development Company. The IAC-PRUD will continue its duties and is now authorized to accept funding through investment contracts or agreements with other government agencies or private entities.
