Judicial and Bar Council Yet to Begin Ombudsman Vetting

MANILA, Philippines – The Judicial and Bar Council (JBC) has not yet started its formal vetting process for applicants seeking the Ombudsman post. This early-stage delay means that any claims about disqualifications are premature, according to officials.

Supreme Court spokesperson Atty. Camille Ting clarified that reports suggesting Justice Secretary Jesus Crispin Remulla was disqualified are unfounded. “The JBC has not yet commenced the vetting process, as the official list of applicants under consideration has yet to be published,” she said.

Role and Procedure of the Judicial and Bar Council

The Judicial and Bar Council, operating under the Supreme Court, is constitutionally mandated to evaluate candidates for key judiciary roles and the Office of the Ombudsman. The council’s process begins with publishing an official list of applicants, after which it conducts examinations and interviews essential to the evaluation.

Only after thorough screening does the JBC create a shortlist for the president’s final appointment. This methodical approach ensures fairness and transparency in selecting the next Ombudsman.

Justice Secretary Remulla’s Response to Disqualification Reports

Facing claims of disqualification linked to a pending case, Justice Secretary Jesus Crispin Remulla remains resolute. “I’m not giving up on my application,” he told reporters, responding to rumors about a case involving alleged violations after former President Rodrigo Duterte’s referral to the International Criminal Court (ICC).

Senator Imee Marcos had earlier urged the Ombudsman to investigate Remulla, his brother Jonvic Remulla (Interior and Local Government Secretary), and others regarding the legality of Duterte’s arrest. The Ombudsman quickly ordered the submission of counter-affidavits from the Remulla brothers and key officials accused of graft, usurpation of authority, grave misconduct, and conduct prejudicial to the service.

Remulla’s Ambition and Background

Remulla submitted his application for the Ombudsman post in early July, just before the deadline. His candidacy has attracted attention due to his prominent role in President Ferdinand Marcos Jr.’s cabinet. In prior interviews, the justice secretary expressed confidence in his ability to contribute significantly to the Ombudsman’s office and confirmed that he informed the president of his intentions.

The Ombudsman seat became vacant after the seven-year term of Samuel Martirez ended last July 27. Martirez was appointed by former President Duterte, succeeding retired Supreme Court Justice Conchita Carpio-Morales.
