Justice Secretary Jesus Crispin Remulla recently disclosed that he was approached by a potential whistleblower linked to alleged anomalies in flood control projects currently under government investigation. The four-word keyphrase “possible whistleblower flood control” is central to these revelations, shedding light on ongoing efforts to uncover corruption within major infrastructure undertakings.

According to officials, the whistleblower contacted Remulla through legal counsel and is associated with one of the Top 15 contractors awarded the bulk of government flood control contracts. This development highlights the growing scrutiny over projects valued at billions of pesos.

Details of the Alleged Anomalies and Ghost Projects

During a press briefing, Remulla shared that the informant provided preliminary information regarding irregularities in flood control projects in Central Luzon, with a total contract value of approximately P5 billion. The whistleblower described so-called “ghost projects” that allegedly never materialized despite receiving funding.

Sources noted that the insider also revealed various modus operandi employed by the contractor. These included how funds were distributed and diverted, with claims that the contractor retained 40 percent of the project costs, while other amounts were channeled through the Department of Public Works and Highways (DPWH) even though only the DPWH is officially payable under the contract.

Upcoming Testimony and Government Assurance

Remulla indicated that the whistleblower shared additional details about different schemes last Saturday, and he expects the informant to come forward formally soon. This forthcoming testimony could provide crucial evidence to support the government’s probe into flood control corruption.

Furthermore, the Justice Department welcomes other whistleblowers who wish to expose irregularities. Officials stressed that those willing to assist must submit a formal letter expressing their intent and seek the government’s assurance of protection under the Witness Protection Program.

“And that they are willing to divulge information and they just want the assurance of the government that they will be protected,” Remulla stated in Filipino, reaffirming the commitment to safeguard those who come forward.
