Justice Secretary Acts on Immigration Lookout Bulletin Orders
Justice Secretary Jesus Crispin Remulla has signed the initial batch of immigration lookout bulletin orders (Ilbos), responding to requests from the Senate Blue Ribbon Committee. These Ilbos target individuals allegedly involved in questionable flood control projects across the country.
Officials reported that this first set of Ilbos includes both Department of Public Works and Highways (DPWH) officials and contractors. The move aims to monitor the travel of those under investigation and prevent their possible escape while inquiries proceed.
Details of the Immigration Lookout Bulletin Orders
According to sources from the Department of Justice (DOJ), the Ilbos signed are the first in a series expected to be issued. DOJ spokesperson Mico Clavano shared that these orders came after a formal request by Senator Rodante Marcoleta of the Senate Blue Ribbon Committee.
“The Secretary has signed the initial batch of ILBOs. This is the request of Senator [Rodante] Marcoleta from the [Senate] Blue Ribbon Committee,” an official said. “The list includes both DPWH officials and contractors,” community members noted.

Though the DOJ has yet to officially release the full list of individuals covered by these Ilbos, Senator Marcoleta identified several contractors in his formal request. They include:

Upcoming Ilbos and Clarifications
Another batch of Ilbos is scheduled to be signed soon. This second set involves 26 individuals, including both contractors and DPWH officials, as requested by Public Works Secretary Vince Dizon. Authorities confirmed the signing will take place on Thursday, with the full list to be made public on the same day.
It is important to understand that Ilbos differ from Hold Departure Orders (HDOs). While Ilbos allow the Bureau of Immigration to monitor the travel of persons of interest, HDOs require court approval and legally prevent subjects from leaving the country.
Sources emphasized that these measures are part of ongoing efforts to ensure accountability and prevent suspects from evading investigation in flood control project anomalies.
