Governor Orders Immediate Stop to Unlicensed Quarry Operations

MARAWI CITY, Lanao del Sur – Lanao del Sur Governor Mamintal Adiong Jr. has issued a directive for the immediate halt of all quarry operations lacking permits from the provincial mining regulatory board (PMRB). The governor emphasized that unchecked quarry activities have become a serious and growing concern in the province.

Adiong warned that unregulated quarrying silently but steadily damages the environment, depletes natural resources, and threatens the safety of local communities. To address this, he stressed the importance of replanting trees cut during quarrying to protect the environment and reduce risks of flooding and landslides.

Rising Quarry Permit Applications Reflect Reconstruction Efforts

The governor highlighted a recent surge in resource extraction interests, evidenced by numerous quarry permit applications across the province. This increase aligns with heightened public infrastructure spending and ongoing home rebuilding efforts in Marawi City. Among these, Masiu town submitted the most applications, totaling 15 of the 43 received.

Pili Papandayan, provincial environment and natural resources officer, identified key quarry areas, including Kapatagan, Balabagan, Malabang, Picong, Marogong, Butig, Masiu, Bubong, Kapai, Tagoloan, Mulondo, Wao, Tugaya, Bacolod-Kalawi, Madalum, and Madamba. Papandayan noted that quarry sites in Marawi City have since closed.

Legal Framework and Revenue from Quarrying

Under the Local Government Code of 1991, the province may collect up to 10 percent of the fair market value per cubic meter of ordinary stones, sand, gravel, and other quarry resources extracted locally. This law helps regulate quarrying while providing revenue for provincial development.

The governor’s firm stance aims to ensure quarry operators comply with regulations, safeguard the environment, and protect community welfare. Local leaders noted that strict enforcement is essential to prevent environmental degradation and maintain sustainable resource use.
