Local Government Units Lead Flood Control Efforts
MANILA, Philippines – Senator Win Gatchalian emphasized the essential role of local government units (LGUs) in flood control planning and urged for stronger coordination with the Department of Public Works and Highways (DPWH). He stressed that local officials understand their communities’ unique needs better than national agencies.
During a Kapihan sa Senado forum on Monday, Gatchalian challenged proposals to exclude politicians from flood control planning. “LGUs, even congressmen, know the problems in their localities better. These local government officials can go to their district engineer and collaborate, that’s where they should discuss the issues. That’s the right process,” he said.
Coordinated Efforts Needed Across Agencies
Gatchalian added that flood control projects spanning multiple cities should be managed by agencies like the Metro Manila Development Authority (MMDA). He also supported the Department of Budget and Management’s (DBM) call for a unified plan involving all government levels.
“It’s important that all stakeholders are in communication. In the case of Metro Manila – MMDA, DPWH, and LGUs – they all need to coordinate. Barangays, actually, should also be included. Over the years, they’re the ones who’ve seen the encroachments, the informal settlers, and other obstructions,” Gatchalian explained.

The senator highlighted the grassroots perspective that barangays provide. Their familiarity with local conditions, such as obstructions and informal settlements, makes their involvement vital for effective flood control.
Stronger collaboration between LGUs, national agencies, and barangays can ensure more responsive and well-planned flood control measures. This cooperation is crucial to addressing the recurring floods affecting many communities.
