Push for Institutionalize Open Governance Practices Gains Momentum
MANILA, Philippines — The Department of the Interior and Local Government (DILG) recently called on local chief executives to institutionalize open governance practices. This initiative aims to promote transparency, accountability, and citizen participation across all local government units (LGUs).
According to sources, the DILG emphasized the importance of adopting anti-corruption safeguards, ensuring budget transparency through accessible financial reports, and integrating disaster resilience into development plans. Moreover, advancing digitalization is seen as a key strategy to enhance public service delivery and make processes more efficient for local communities.
Inclusive Partnerships and Citizen Involvement
Local governments are also encouraged to foster inclusive partnerships and use participatory approaches in decision-making. These efforts help create a more responsive and accountable local government system that listens to the voices of its constituents.
The department has already made significant progress by training over 24,000 civil society organizations to actively participate in Local Special Bodies, which are policy-making and monitoring boards within LGUs. Such training empowers communities to engage meaningfully in governance.
Expanding Civil Society Engagement Nationwide
Additionally, the DILG designated 1,451 civil society desk officers across the country’s local governments to strengthen coordination. It also supported the creation of 464 Local People’s Councils to further encourage public participation in governance processes.
Legal Framework Supporting Open Governance
This push for institutionalize open governance practices aligns with Executive Order No. 31, series of 2023. The order institutionalizes the Philippine Open Government Partnership, aiming to enhance transparency, accountability, citizen participation, and the use of technology and innovation in government operations.
