Local Officials Back President Marcos’ Cabinet Review
Incoming Abra lone district Representative Joseph “JB” Bernos, who currently serves as president of the League of Municipalities of the Philippines (LMP), voiced his strong support on Thursday, May 22, for President Marcos’ comprehensive review of his Cabinet. Municipal leaders across the country have urged the President to prioritize collaboration with local government units (LGUs) as a critical factor in assessing Cabinet officials.
Bernos emphasized that the exact four word keyphrase “President Marcos Cabinet review” should include how departments work alongside municipalities. He stated, “I unequivocally express my support to the President’s orders in behalf of the 1,486-strong [LMP].” He further highlighted the importance of accountability, noting that just as LGUs conduct regular performance evaluations, national agencies should do the same.
Emphasizing National-Local Partnerships
Bernos stressed the value of partnerships between national agencies and local governments, which strengthen governance and improve service delivery. “The only thing I am asking the President is to also consider how much the departments have collaborated or supported the municipalities in the past three (3) years,” he said.
As he prepares to return to Congress with the 20th Congress, Bernos urged that Cabinet members who have proven effective in meeting municipal needs should be retained. “I believe that a department that sufficiently acts on the needs of the LGUs is a department with a good secretary who listens, so I hope those leaders will be kept, because they know the situation on the ground,” he remarked.
He added that without understanding LGU needs, Cabinet officials cannot create effective policies. “If Cabinet officials are not attuned to the needs of the local government units, how can we expect them to craft sound policies that address issues? How can the President know what his constituents need?” Bernos questioned.
Review Aims to Strengthen Government Performance
Despite the delicate nature of the Cabinet reshuffle, Bernos expressed confidence that the review will help align the administration’s efforts with the public’s expectations. “As the President himself said, this is not about personalities. It’s about performance—and I believe that by factoring in LGU collaboration, we can move closer to meeting the people’s expectations,” he added.
The call for a Cabinet review followed Malacañang’s announcement on Thursday morning, asking all department secretaries to submit courtesy resignations. This move is seen as an effort to enhance government efficiency and responsiveness.
