Longest Serving Muntinlupa Councilor Eyes Higher Position in Upcoming Elections

The longest serving councilor in Muntinlupa’s history has expressed openness to running for a higher office in the next elections. Lawyer Raul Corro, who recently secured his eighth term as District 1 councilor in the May 12 polls, celebrated this milestone as a remarkable honor. “Nanalo po ako sa aking ika walong termino, pinakamahaba na sa kasaysayan ng Muntinlupa! Ito ay isang pambihirang karangalan na hindi ko makakalimutan habang ako ay nabubuhay,” he shared on social media.

Corro’s impressive political journey, marked by his record as the longest serving councilor, highlights his deep connection to the community and dedication to public service. Running under the One Muntinlupa party, alongside Mayor Ruffy Biazon and Representative Jaime Fresnedi, he secured his place once again in local government.

Term Limits and Future Political Plans

This latest victory marks Corro’s third consecutive term, which means he is ineligible to seek the same councilor position in the 2028 elections due to term limit laws. According to Section 43 of Republic Act 7160, also known as the Local Government Code of 1991, no local official can serve more than three consecutive terms in the same post.

Given this restriction, sources familiar with the matter report that Corro is considering running for a higher position within his party if the opportunity arises. His decades of experience and strong voter support make him a promising candidate for more significant roles.

Political Career and Contributions to Muntinlupa City

Corro first took office as a Muntinlupa councilor in 1998 and was re-elected in 2001 and 2004. After a break, he returned to serve continuously from 2010, winning elections in 2013, 2019, 2022, and 2025. His popularity among constituents is evident, with numerous supporters urging him on social media to pursue higher office in the 2028 elections.

He is notably credited as the “Architect of Muntinlupa Cityhood,” a title given by former officials for his leadership role in the cityhood project during the mid-1990s. As head of the Muntinlupa Legal Office and Public Information Office, Corro spearheaded the preparation of critical documents and lobbied for the cityhood bill’s passage. This effort culminated in Muntinlupa’s official status as a highly urbanized city on March 1, 1995, under Republic Act 7926.

Leadership Roles and Influence

Corro has often ranked as the No. 1 councilor in Muntinlupa, receiving the highest number of votes five times. Additionally, he served five terms as the majority floor leader of the city council, demonstrating his leadership and influence within local government.

Beyond Muntinlupa, he has held significant positions nationally, including as chairman of the Philippine Councilors League and as a member of the National Executive Board of the Union of Local Authorities of the Philippines. His extensive experience and service have made him a respected figure among community leaders and local officials.

As the next election cycle approaches, many anticipate whether Corro will pursue higher office, a move that could shape Muntinlupa’s political landscape in the coming years.
