Low-Pressure Area and Southwest Monsoon Trigger Widespread Rain
A low-pressure area (LPA) and the southwest monsoon, locally known as the habagat, are set to bring significant rainfall across parts of Southern Luzon, Visayas, and Mindanao on August 31. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported these weather disturbances as the primary causes of the rainy conditions.
As of early morning, two LPAs were identified inside the Philippine Area of Responsibility (PAR). One was located approximately 90 kilometers east-northeast of Daet, Camarines Norte, while the other was positioned about 900 kilometers east of Northern Visayas. These systems, combined with the habagat, are expected to influence weather patterns in various regions.
Rainfall Forecast Across Regions
Weather experts indicated that Southern Luzon, Mimaropa, Calabarzon, and even Metro Manila will experience cloudy skies with scattered rain showers, lightning, and thunderstorms. “A large part of Southern Luzon, Mimaropa, Calabarzon, and even Metro Manila will have cloudy skies with scattered rain showers, lightning, and thunderstorms,” a Pagasa weather specialist said in Filipino during the 5 a.m. forecast.
Meanwhile, Palawan is also forecast to have cloudy skies accompanied by rain due to the southwest monsoon. The rest of Luzon is expected to have generally fair weather, though localized thunderstorms may still occur in some areas.
In Mindanao, the Zamboanga Peninsula, Northern Mindanao, and the Caraga Region will likely see rainfall caused by the habagat and the cloudiness associated with the LPA. Other parts of Mindanao will experience localized thunderstorms throughout the day.
Areas Facing Moderate to Heavy Rainfall
The LPA east of the Bicol Region is forecast to bring moderate to heavy rainfall, ranging from 50 to 100 millimeters, particularly on Sunday. The provinces expected to be affected include Quezon, Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, Masbate, and Northern Samar.
On Monday, moderate to heavy rains will continue in Quezon, Camarines Norte, Camarines Sur, Catanduanes, Albay, and Sorsogon. Additionally, the habagat will cause moderate to heavy rainfall in Occidental Mindoro, Antique, and Negros Occidental on Sunday, extending to Occidental Mindoro, Romblon, Aklan, and Antique on Monday.
Sea Conditions and Temperature Outlook
Despite the rainfall, no gale warnings have been issued for any seaboards nationwide. However, officials cautioned about moderate sea conditions, with waves reaching between 1.2 to 1.8 meters along the western coast of Luzon.

- Cebu: 25°C to 30°C
- Zamboanga: 24°C to 30°C
- Cagayan de Oro: 23°C to 30°C
- Davao: 25°C to 30°C
