LTO Targets Motorists Covering Plates to Evade NCAP
The Land Transportation Office (LTO) is intensifying efforts against motorists who attempt to bypass the No-Contact Apprehension Policy (NCAP) by covering their license plates. This practice has been increasingly reported, especially among motorcycle riders who use tape or other materials to conceal their plates.
Recent reports indicate that LTO officials have taken firm action, suspending the driver’s license of a motorcycle owner caught on social media with a portion of his license plate obscured by packaging tape. Sources familiar with the matter confirm that the violation was detected by the agency’s social media monitoring team on Facebook.
“This is a brazen violation of the law. We in the government will not allow that. We already issued a show cause order against the registered owner of this motorcycle wherein we also informed him that his driver’s license is suspended for 90 days,” a government official explained.
Enforcement Measures and Penalties Explained
Authorities are now investigating whether the registered owner personally covered the plate or if someone else did. Alongside the suspension, the owner was ordered to present the motorcycle’s Official Receipt and Certificate of Registration, as well as records proving the official rider status if applicable. He was also required to surrender his driver’s license.
Meanwhile, the Metropolitan Manila Development Authority (MMDA) has warned motorists against using this modus operandi, imposing a fine of ₱5,000 for violators. Enforcers have been directed to conduct regular roadside inspections to catch offenders.
From the LTO’s perspective, those caught covering their plates could face additional charges of being an improper person to operate a motor vehicle. The strictest penalty in such cases can lead to license revocation.
