LTO Launches Driving Course for Persons with Disabilities in Ilocos Norte
The Land Transportation Office (LTO) is set to provide a theoretical driving course and road safety seminar specifically designed for persons with disabilities in Ilocos Norte. This initiative aims to enhance accessibility and support inclusion for PWDs in the province.
According to Carolyn Domingo, disability affairs officer from the Provincial Social Welfare and Development Office, the sessions will take place on August 14 and 15. “We have a total of 100 participants who will be accompanied by representatives from various local government units across the province,” she shared.
Course Details and Venue
The program will be held at the Function Hall of the Dormitory Building within the Centennial Arena. This event is part of the 47th National Disability Rights Week, themed “Innovation for Inclusion: Building Inclusive Communities Together,” which emphasizes collaborative efforts to foster inclusive environments.
Officials reported that this is the second time the Provincial Disability Affairs Office has organized this theoretical driving course and road safety seminar. The free training is designed to empower PWDs by providing them with essential knowledge about responsible and safe driving.
Comprehensive Learning for Safe Driving
The two-day seminar covers critical topics such as land transportation laws, road signs and markings, traffic rules and regulations, and defensive driving techniques. These subjects aim to equip participants with the skills needed to navigate roads safely and confidently.
Local leaders noted that this outreach aligns with LTO Region 1’s directive to bring vital government services closer to communities. By doing so, the program helps make acquiring a driver’s license more accessible, especially for persons with disabilities.

Community members highlighted the importance of such initiatives in promoting inclusivity and enabling PWDs to participate actively in nation building and community development. This program not only imparts driving knowledge but also fosters independence and mobility among its participants.
