LTO Region 2 Officials Face Assault Probe in Karaoke Lounge

Investigation Launched Against LTO Region 2 Officials

CAMP Marcelo Adduru, Tuguegarao City, Cagayan – Authorities have launched an investigation involving two Land Transportation Office (LTO) Region 2 officials accused of assaulting three young individuals inside a karaoke lounge on June 4. The Police Regional Office-2 (PRO-2) is handling the case following reports of the incident in Cagayan Valley.

PRO-2 Director Police Brigadier General Antonio Marallag Jr. confirmed the event occurred at 8:57 p.m. inside a karaoke lounge located in a hotel in Barangay Caggay. The victims, including Vanessa, 20, a singer; Rey, 15; and Christopher, 20, were enjoying their time when the alleged assault took place.

Details of the Incident Inside Karaoke Lounge

According to sources, LTO Region 2 Assistant Regional Director Manuel Baricaua and Chief Enforcer Charles Ursulum approached Vanessa while she was singing. Baricaua reportedly stared at her and touched her waist, making Vanessa uncomfortable and prompting her to move away.

Ursulum then urged Vanessa to “Sit next to RD (Regional Director),” but she refused firmly. When Vanessa’s mother, Mary, intervened, Ursulum persisted, and Mary declined again.

The situation escalated when Baricaua and Ursulum suddenly slapped Rey and Christopher without provocation. One official allegedly kicked Christopher in the chest. The victims, fearing further harm, did not fight back and quietly returned to their seats.

Mary, trying to protect her daughter and the others, was reportedly assaulted as well, with one official pulling her hair.

Legal Action and Police Response

Following the incident, the victims sought legal assistance and filed a formal complaint with supporting medico-legal reports. The complaint was submitted to the City Prosecutor’s Office on June 13 and is scheduled for endorsement to the Office of the Prosecutor on June 16, 2025.

Brigadier General Marallag condemned the assault and promised a thorough and impartial investigation. “We do not tolerate any form of abuse, especially against women and children. We will ensure justice is served to the victims, and those responsible will be held accountable,” he stated.

The two LTO officials face charges of unjust vexation, slight physical injury, and violations of Republic Act 7610, which protects children from abuse, exploitation, and discrimination.

Context and Broader Implications

Baricaua and Ursulum are the latest LTO officials linked to controversial incidents in the region. Just a week prior, another LTO official from Baguio was involved in a drunk driving case, raising concerns about the conduct of some agency personnel.

This investigation highlights the importance of accountability and respect for citizens, especially vulnerable groups like women and minors.
