LTO Takes Action on SUV’s 307 Edsa Busway Violations

The Land Transportation Office (LTO) has issued a show cause order against the owner and driver of a sports utility vehicle (SUV) involved in 307 illegal entries into the Epifanio delos Santos Avenue (Edsa) Busway since 2022. This move marks a firm step by the LTO to address repeated breaches of traffic regulations along this vital corridor.

According to LTO chief assistant secretary Vigor Mendoza II, the registered owner of the Montero Sport—residing in Quezon City—has been summoned to explain why they should not face penalties for numerous offenses. These include disregarding traffic signs and causing obstruction along Edsa, a key artery in Metro Manila’s traffic system.

Investigation Underway to Identify Driver and Violations

The LTO’s show cause order came after Manila Development Authority (MMDA) Chairman Don Artes requested assistance to investigate this case of repeat violations in the exclusive bus lane on Edsa. Mendoza confirmed that authorities have identified the registered owner and are actively working to determine who operated the vehicle during the 307 infractions recorded.

Out of these violations, 14 were captured by CCTV cameras following the reimplementation of the No-Contact Apprehension Policy on May 26 this year. This data highlights the frequency and audacity of the repeated offenses.

Legal and Procedural Measures Against SUV Owner and Driver

The LTO revealed that the Mitsubishi Montero was last registered in August 2022. The show cause order, signed by LTO-Intelligence and Investigation Division head Renante Melitante, requires the registered owner to present herself along with the driver. Both must submit a written explanation regarding the repeated entries into the Edsa Busway.

Authorities are charging the driver with being an Improper Person to Operate a Motor Vehicle under Section 27 (a) of Republic Act 4136. Meanwhile, the registered owner faces charges for violating the Compulsory Registration of Motor Vehicles under Section 5 of the same law.

While the investigation proceeds, the Mitsubishi Montero will be temporarily placed under alarm status, restricting any transactions involving the vehicle. The LTO warns that failure to comply with the summons and submit explanations will be considered a waiver of the right to be heard, with the case decided based on available evidence.

Stricter Enforcement in Edsa Busway Needed

This case illustrates the challenges authorities face in enforcing traffic rules on critical routes like Edsa. Repeated violations by a single vehicle not only disrupt traffic flow but also undermine the integrity of policies like the No-Contact Apprehension system.

Local leaders note that such strict enforcement and transparent investigations are essential to deter habitual offenders and promote road discipline among motorists in Metro Manila.
