Makati City’s Fiscal Discipline Drives Growth, Abby Binay Says

Outgoing Makati Mayor Highlights Fiscal Discipline

MANILA, Philippines — Outgoing Makati Mayor Abby Binay emphasized that the city government must preserve its strong reputation for fiscal discipline, transparency, and financial growth established during her nine years in office. She stressed that maintaining these standards is essential for sustaining Makati’s progress.

Binay highlighted how her administration’s dedication to innovative public service, transparency, and strict adherence to auditing standards helped build trust among the city’s taxpayers. “For the past nine years, we took bold steps to revolutionize public service and deliver groundbreaking benefits to our constituents while ensuring that every peso of taxpayers’ money is accounted for,” she said.

Makati’s Fiscal Discipline Spurs Revenue Growth

The city’s fiscal discipline has been instrumental in growing its total revenue from ₱16 billion in 2016 to ₱24.15 billion in 2024. This steady increase consistently exceeded annual revenue targets. As of May 2024, Makati has collected ₱15.65 billion in revenue, reflecting continued financial stability.

“The city’s stable revenue growth has been crucial to the successful attainment of our short- to long-term goals over the last nine years,” Binay remarked. The Department of Finance recognized Makati as the top city for fiscal autonomy in fiscal years 2022 and 2023. Additionally, the Commission on Audit awarded the city eight consecutive unmodified opinions from 2017 to 2024, underscoring its sound financial management.

Tax Cuts and Investment Promotion

In March, Binay approved City Ordinance No. 2025-047, which reduces real property taxes and tax assessment levels. She explained that this move aims to reward taxpayers while keeping Makati attractive for both local and foreign investors. “More investments mean sustained economic growth, more jobs for Makatizens, and continued public services,” she added.

Health and Education Programs Strengthened

Under Binay’s administration, Makati launched two flagship programs focused on health and education. The city now offers residents access to a second hospital, the Makati Life Medical Center. This facility provides advanced medical care, including a dedicated cancer care center, complementing the existing Ospital ng Makati.

In education, 518 public classrooms were transformed into smart classrooms equipped with Hybrid Interactive Boards and free internet access. Students received school supplies, hygiene kits, dental kits, and grocery packs to support their learning. Meanwhile, faculty members in public schools were given special allowances, smart devices, and other essentials to enhance teaching quality.

Local leaders noted that these developments reflect the city’s commitment to improving residents’ quality of life while maintaining fiscal responsibility.
