Makati Ends Makatizen Card Requirement for Yellow Card
Starting July 14, 2025, Makati City will no longer require the Makatizen Card for Yellow Card applications and renewals. This new policy aims to simplify processes and enhance access to essential healthcare benefits for all residents.
Mayor Nancy Binay emphasized the city’s dedication to improving public services, saying, “We continuously review our systems to ensure no resident is left behind. This change reflects our commitment to delivering the best public service to every Makatizen.” The removal of the Makatizen Card aims to eliminate barriers and make the Yellow Card program more accessible.

The decision came after residents raised concerns about the extra step required by the Makatizen Card application. Local leaders noted that delays caused by public-private partnership programs should never hinder access to critical health services.
By removing the Makatizen Card requirement, the city hopes to streamline the process, allowing more residents to benefit from the Yellow Card’s offerings without unnecessary hurdles.
Understanding the Yellow Card Benefits
The Yellow Card, officially the Makati Health Plus Program, grants qualified residents and their dependents comprehensive healthcare coverage. It includes free maintenance and prescription medicines, unlimited dialysis and chemotherapy sessions, consultations, laboratory tests, and hospitalization privileges at Ospital ng Makati, Makati Life Medical Center, and partner institutions.
Application and Renewal Requirements Simplified
To apply or renew a Yellow Card, residents need only submit basic documents such as an updated voter certification from the Commission on Elections (COMELEC) or voter verification, along with a valid PhilHealth Member Data Record (MDR) displaying the coverage period.
If an MDR is not available, applicants can provide alternatives like a certificate of employment, payslip, updated official receipt for voluntary contributions, or an acknowledgment receipt from PhilHealth ng Masa. A long brown envelope for document storage is also required.
