Malabon City Launches Digital Welfare Program
Malabon City has taken a major step toward improving social services through its innovative digital welfare program known as the Malabon Ahon Blue Card. This initiative was showcased at the European Education and Leadership Summit held in Paris on May 19. City officials described how the program transforms access to aid for residents.
The Malabon Ahon Blue Card program was introduced in December 2022 to simplify and speed up the delivery of social assistance. “We started small—with a policy that aimed to organize and centralize our social assistance programs. But what began as a simple reform quickly evolved into a citywide digital transformation platform. Today, more than 91,000 families—that’s almost the entire population of Malabon—are registered in the Blue Card system,” explained a city representative.
How the Malabon Ahon Blue Card Works
The program provides families in need with a financial aid of P5,000. In addition, the city launched the Eskwela Savings Program in 2024, encouraging Grade 1 students to save for their future education. Another initiative, MABC Para sa Mga Kababaihan, was introduced in 2025 to support solo mothers by providing childcare assistance and livelihood opportunities.
Malabon City has also partnered with private companies and cooperatives to widen access to government services and economic benefits. For many residents, the Blue Card is more than just aid—it represents dignity and easier access to essential services without long waits or repeated explanations.

The digital system offers real-time data on aid distribution, budget use, and service outcomes. This transparency fosters accountability and protects against misinformation. “More importantly, this data-driven approach allows us to build a sustainable system. A system that can outlast political cycles. A system that isn’t dependent on who holds office, but on the strength of its design and the commitment of the people who run it,” the official noted.
This approach has demonstrated that meaningful transformation in public service delivery is achievable and scalable. “Governance is not about policies on paper. It is about people feeling the impact of those policies in their everyday lives. When we invest in people and design systems that work for them and not against them, we don’t just build programs—we build progress that lasts.”
Recognition for Leadership in Local Governance
At the summit, the city administrator received the European Excellence Award for dedication and contributions to public service and nation-building. He was also honored with an honorary Doctor of Philosophy in Public Administration and Leadership for his efforts to enhance local governance and social development in the Philippines.
