Manuel Bonoan Resigns Over Command Responsibility
President Ferdinand Marcos Jr. announced on Monday that Manuel Bonoan stepped down as secretary of the Department of Public Works and Highways (DPWH) due to command responsibility. This decision came amid challenges faced by the department during Bonoan’s tenure.
In a brief interview in Pasay City, the president explained that Bonoan accepted accountability for the issues that occurred under his leadership. “The reason with—I think it was Sec. Bonoan, who said that basically, he took responsibility because all of these things happened, all of these problems happened under his watch. So under the principle of command responsibility, he felt that he should leave his post,” Marcos said.
Appointment of Vince Dizon as New DPWH Chief
Following Bonoan’s resignation, which officially takes effect on September 1, Vince Dizon was appointed as the new head of the DPWH. Sources noted that Dizon previously served at the Department of Transportation (DOTr), where he played a key role in laying the groundwork for various infrastructure projects.
Marcos highlighted Dizon’s familiarity with the workings of the DPWH, stating, “So he can now leave and go to public works, as he is also familiar with the workings of the Department of Public Works and Highways.” Officials reported that this transition aims to ensure continuity and effective implementation of public works initiatives.
Leadership Changes at the Department of Transportation
Alongside Dizon’s oath-taking, Atty. Giovanni Lopez took his oath as acting secretary of the DOTr. Lopez, previously the Undersecretary for Administration, Finance, and Procurement, will oversee the department following Dizon’s transfer. Community members said these leadership changes are expected to strengthen coordination between critical infrastructure agencies.

Officials believe that the new appointments under the principle of command responsibility will bring renewed focus to the DPWH’s mandate of developing and maintaining the country’s infrastructure.
