Marcos Orders Abolition of Office of Presidential Adviser on Military and Police Affairs

President Ferdinand Marcos Jr. has directed the abolition of the Office of the Presidential Adviser on Military and Police Affairs, a significant move under his administration’s streamlining policy. The order, outlined in Executive Order No. 89 dated July 11, reflects a reassessment of the need for a separate office handling military and police affairs within the Office of the President.

The exact four word keyphrase “Office of Presidential Adviser on Military and Police Affairs” highlights the focus of this directive. According to the order posted on the Official Gazette, the government aims to optimize operations by integrating these responsibilities into existing departments and agencies.

Redistribution of Duties and Resources

Following the abolition, the duties previously managed by the Office of Presidential Adviser on Military and Police Affairs will now be performed by several key government bodies. These include the Office of the Executive Secretary, the Department of National Defense, the National Security Council, the Philippine National Police, and the National Police Commission, among others. All relevant agencies will adhere to current laws, rules, and regulations while assuming these functions.

The order also mandates that all records, documents, resources, office spaces, and properties under the former office’s custody be transferred to the Office of the Deputy Executive Secretary for Support Services and Auxiliaries. This transition will follow existing legal and regulatory guidelines to ensure a smooth handover.

Historical Context of the Office

The Office of Presidential Adviser on Military and Police Affairs was initially established through Executive Order No. 1 in 2022 under the Office of the Special Assistant to the President. Before this, the Office of the Presidential Adviser on Military Affairs was created in 1998 through Memorandum Order No. 40 to assist with military policy and national security decisions within the Office of the President.

Similarly, the Office of the Presidential Consultant on Police Affairs came into existence in 1993 via Memorandum Order No. 75 and was later renamed the Office of the Presidential Adviser on Police Affairs. Its purpose was to enhance coordination on police matters and provide staff support related to police affairs within the Office of the President.

This recent move by President Marcos signifies a consolidation of functions and a push towards a more efficient government structure. Local leaders noted that this step aligns with the administration’s broader goals of rightsizing and improving government operations.
