New Office to Lead Pasig River Rehabilitation Efforts
President Ferdinand Marcos Jr. has issued an executive order establishing the Office of the Presidential Adviser on Pasig River Rehabilitation (OPAPRR). This new body aims to strengthen the coordination and implementation of efforts to restore the Pasig River, a vital waterway in Metro Manila. The executive order also restructures the Inter-Agency Council for Pasig River Urban Development (IAC-PRUD) to boost its effectiveness.
Signed on August 13 by the Executive Secretary, EO No. 92 appoints the Presidential Adviser for Pasig River Rehabilitation (PAPRR) to lead the OPAPRR. The adviser will hold the rank and privileges equivalent to a cabinet secretary, ensuring direct access to the highest levels of government decision-making.
Mandate of the Pasig River Rehabilitation Office
The OPAPRR is tasked with overseeing the comprehensive rehabilitation and development of the Pasig River. It will advise the president on crafting and implementing policies, programs, and activities aimed at restoring the river’s health. The office will also monitor and harmonize all efforts from various government agencies responsible for the river and its surrounding water systems.
According to officials, the OPAPRR has the authority to coordinate with government departments, local government units, and private sector stakeholders. This broad mandate is designed to foster collaboration and maximize resources for the river’s restoration.
Reorganization of the Inter-Agency Council
The executive order also reorganizes the IAC-PRUD, initially created under EO No. 35 in 2023. Now chaired by the PAPRR, the council includes the Metropolitan Manila Development Authority’s head as vice chairperson. Other members comprise secretaries from key government departments such as Human Settlements and Urban Development, Public Works and Highways, Environment and Natural Resources, and others.
Local leaders noted that the IAC-PRUD will continue to perform its original functions with added authority. It can now accept funding through investment contracts or agreements with government agencies or private entities, provided these comply with existing laws and regulations.
Funding and Implementation
The budget to implement the executive order will come from the involved agencies’ allocations and additional funding sources identified by the Department of Budget and Management. This financial support aims to ensure sustainable and effective rehabilitation programs.
Community members expressed optimism that this renewed focus and organizational structure will accelerate the cleanup and revitalization of the Pasig River, which remains an essential part of Manila’s history and environment.
