Masinloc and Oyon Bay Achieve Marine Conservation Recognition

The Masinloc and Oyon Bay Protected Landscape and Seascape (MOBPLS) has been honored as a finalist in the 2025 Para el Mar Awards, a prestigious event celebrating excellence in marine conservation and governance. This recognition highlights MOBPLS’s role as a leading example of integrated coastal and marine protection in the Philippines.

Located in the coastal town of Masinloc, Zambales, MOBPLS is the only officially designated marine protected area in Central Luzon. Spanning over 7,500 hectares across Masinloc and Palauig municipalities, it was established under Republic Act No. 7586, also known as the National Integrated Protected Areas System Act.

Community-Led Conservation Efforts Drive Success

Local leaders shared that the success of Masinloc and Oyon Bay in marine conservation stems from a comprehensive approach. The Department of Environment and Natural Resources (DENR) Community Environment and Natural Resources Office in Masinloc, led by Donaver Guevarra, focuses on protected area management, law enforcement, biodiversity monitoring, and mangrove rehabilitation.

“Along with community awareness and education initiatives, our team likewise ensures strict monitoring and patrolling to prevent illegal activities, such as the construction of unauthorized structures, marine pollution, ecosystem destruction, and destructive fishing practices,” Guevarra explained.

Sustainable Livelihoods Support Biodiversity

Officials reported that aside from environmental protection, sustainable livelihoods such as mussel farming and fruit jam production are promoted to support local communities. These biodiversity-friendly practices help reduce pressure on natural resources while empowering residents.

DENR regional executive director Engr. Ralph Pablo noted that the nomination reflects the collective commitment of stakeholders. “It affirms that when we work together, we can protect our marine heritage and inspire a new generation of stewards,” he said.

Outstanding Locally Managed Marine Protected Area

Masinloc and Oyon Bay compete in the Outstanding Locally Managed Marine Protected Area category. This category highlights the importance of collaborative governance, community empowerment, and science-driven conservation efforts.

The protected seascape is rich in biodiversity, hosting rare mangrove species like Rhizophora stylosa and the hybrid Rhizophora × lamarckii. It also contains thriving coral reefs, giant clams (Tridacna gigas), and the endangered blue-spotted rabbitfish (Siganus corallinus), which serves as the area’s flagship species.

Additionally, the site is an important nesting ground for marine turtles and supports mesophotic coral communities that contribute to marine ecosystem resilience.

Para el Mar Awards Promote Excellence in Conservation

Since its launch in 2007, the Para el Mar Awards have served as a performance-based incentive for local governments and community-led marine conservation initiatives. Finalists are evaluated through site validations and scored on management effectiveness, ecological integrity, and stakeholder participation.

Community members said the awards, organized by the Marine Protected Areas Support Network, encourage sustained marine protection efforts nationwide.

The 2025 Para el Mar Awards ceremony will be held on September 17–18 in Iloilo City, bringing together the country’s top marine conservation champions.
