Strong Support for 15-Minute City Model in Metro Manila

Metro Manila residents overwhelmingly favor the 15-minute city model, which envisions living, working, and accessing essential services within a 15-minute walk or bike ride from home. This concept of a 15-minute city resonates deeply with their desire for convenience and community-centered living.

A recent survey involving 420 participants from diverse areas—including inner-city districts, informal settlements, and outer suburbs—revealed that 82 percent prefer to fulfill their daily needs within their neighborhood. However, 76 percent still travel farther because they believe local options are insufficient. Support cuts across generations, with 91 percent of young adults and 87 percent of older residents backing the 15-minute city model.

Essential Services and Barriers to Access

When asked which services are most vital to have nearby, 92 percent cited groceries, clinics, and schools as crucial to their quality of life. Despite this, many face barriers such as high costs and inadequate infrastructure. For example, 92 percent pointed to expensive food prices, while 73 percent struggled with severe traffic congestion. Hospital care costs concern 70 percent of respondents, while 29 percent noted limited public transport, and others mentioned poor pedestrian and cycling facilities, as well as medication and transportation expenses.

The 15-minute city concept itself appeals to 81 percent of residents, with an additional 9 percent finding it somewhat attractive. Only a small minority of 9 percent viewed it as unappealing.

Perceived Benefits and Challenges

Most participants, 87 percent, believe adopting the 15-minute city model would enhance their quality of life. Many anticipate tangible benefits such as spending more time with family (68 percent) and cutting down travel time (76 percent). Yet, challenges remain: 71 percent cited insufficient infrastructure, 72 percent identified funding limitations, and 59 percent pointed out a cultural preference for private vehicle ownership as obstacles to implementation.

Methodology and Insights from the Study

The study used a mixed-methods approach to ensure comprehensive findings. Qualitative data were collected through in-depth interviews with urban planners, policymakers, community leaders, and government officials to explore best practices and international applicability. Focus groups with residents and civil society representatives encouraged dynamic discussions, capturing both verbal and non-verbal insights.

Quantitative data came from the structured survey of 420 Metro Manila residents, evenly divided among inner-city, informal, and suburban areas. This approach mapped mobility patterns, accessibility needs, and public perceptions across different urban environments.

Tailored Strategies Needed for Successful Implementation

“These findings highlight the urgent need for customized land use, zoning, transport, local economic development, social infrastructure, and digital connectivity strategies,” the lead researcher stated. She emphasized that distinct approaches for inner cities, suburbs, and informal settlements are key to reducing commute times, lowering transportation costs, and fostering community-oriented lifestyles.

The study, titled “Assessing the Viability of the 15-Minute City Model in Metro Manila,” reflects a growing recognition that urban planning must adapt to residents’ preferences and real needs.
