MMDA Clarifies Not for Hire Signage on Private Vehicles
The Metropolitan Manila Development Authority (MMDA) has clarified that private vehicles do not need to display “Not for Hire” signage. This statement comes after a viral video showed an MMDA traffic enforcer confronting a driver whose pickup truck did not have this signage. The agency emphasized that the signage is not required for vehicles used solely for personal purposes.
According to the MMDA, private vehicles transporting their owners or goods for personal use are allowed without the signage. However, if these vehicles are rented out or used to transport passengers for hire, they must obtain a franchise from the Land Transportation Franchising and Regulatory Board (LTFRB). This ensures proper regulation and avoids unauthorized public transport operations.
Understanding the Regulations on Private Vehicle Use
The MMDA also warned that vehicles operating without the necessary franchise could be classified as “colorum” or unauthorized operators. Drivers of such vehicles may face penalties under the LTFRB’s Metro Manila Traffic Code, Joint Administrative Order, and the Land Transportation Office’s regulations.
MMDA Chair Don Artes acknowledged the mistake made by the traffic enforcer in the viral video. He clarified that the violation was not the absence of the “Not for Hire” sign but the use of the private vehicle as an unauthorized public transport unit, which is against the law.
This clarification aims to prevent confusion among vehicle owners and drivers regarding the proper use and lawful requirements for private vehicles. The MMDA urges the public to comply with regulations to avoid penalties and ensure safe transport operations.
