MMDA Eyes AI Traffic Detection with CCTV Cameras

MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) is planning to enhance its traffic monitoring system by using artificial intelligence (AI) through CCTV cameras installed along key streets. This move aims to improve traffic detection and management in Metro Manila, officials said.

MMDA chair Don Artes revealed this during a press briefing, highlighting the agency’s shift to an “adaptive signaling system” that currently relies on ground loop detectors embedded in roads to sense traffic volume.

“In the future, hopefully by next year, we will use CCTV, instead of loop detectors,” Artes stated. “Because it is more efficient, can cover longer or more vehicles, more accurate, and less susceptible to damage.”

From Loop Detectors to Video Detection

The current adaptive system uses sensors installed beneath the pavement to measure traffic flow and adjust signal timings. However, these sensors can be damaged by roadworks, weather conditions, or physical interference, limiting their reliability.

Artes explained that switching to video detection with AI technology will overcome these challenges. The CCTV-based system can collect more detailed data on vehicles, including volume, speed, direction, and even license plate numbers.

“The video detector is less prone to damage from road construction and harsh weather,” he added. This advancement is expected to help ease Metro Manila’s notorious traffic congestion by providing more accurate and comprehensive traffic data.

Recent Traffic Management Updates

Last week, the MMDA removed countdown timers at 96 traffic light intersections as part of the full transition to the adaptive signaling system. This system adjusts traffic lights dynamically based on real-time traffic conditions, aiming to reduce delays and improve flow.

With the planned integration of AI-powered CCTV cameras, the MMDA hopes to further optimize traffic management and offer more responsive control over Metro Manila’s busy roads.

Local officials noted that this technology upgrade will also enable better enforcement and monitoring, contributing to safer and more efficient road use.
