MMDA Voids Almost All NCAP Violations During Floods
MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) has announced that almost all violations under the no-contact apprehension policy (NCAP) will be invalidated due to the heavy rains flooding key roads across Metro Manila. This decision comes as the persistent downpour continues to disrupt normal traffic flow and visibility.
During a virtual briefing from Malacañang, MMDA chair Don Artes explained that while the no-contact apprehension policy remains active, all violations caught during the severe weather will undergo manual validation by MMDA personnel. “That’s why almost all of the possible violations will be invalidated, especially in flooded portions of roads where traffic signages are not clearly visible. So definitely no apprehensions will take place,” he said.
Case-by-Case Enforcement Amid Inclement Weather
Artes emphasized that NCAP enforcement will be applied on a case-by-case basis. For instance, a motorist caught driving recklessly earlier in the day was recorded by closed-circuit television cameras, and a violation notice will be issued accordingly. “But generally, during these times of inclement weather, we are almost suspending the implementation of NCAP,” he added.
The MMDA’s cautious approach reflects the challenges of enforcing traffic regulations when heavy rains and flooding obscure road signs and create hazardous conditions for drivers and riders alike.
Heavy Rains from Habagat Cause Flooding in Metro Manila
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that the southwest monsoon, locally called habagat, continues to bring heavy rainfall over several parts of the country. In its 11 a.m. heavy rainfall outlook, Pagasa warned that Metro Manila could receive more than 200 millimeters of rain from Tuesday until Wednesday noon.
Flooded intersections, like the one at Banaue and N.S. Amorante in Quezon City, have become difficult to navigate, especially for motorcycle riders. Local officials noted that these conditions make it challenging to enforce traffic rules fairly and safely.

The MMDA’s manual validation process aims to prevent wrongful apprehensions during these adverse weather conditions. This ensures that motorists are not penalized unfairly when traffic signs and road conditions are compromised by flooding.
