Victims Rally Against Abusive Online Lending Practices
MANILA, Philippines — Over 86 victims of abusive online lending applications came forward Saturday to file complaints, the Presidential Anti-Organized Crime Commission (PAOCC) reported. The surge in reports highlights growing public awareness and resistance against predatory lending.
PAOCC shared that victims, many traveling long distances, arrived as early as 6 a.m. to submit sworn statements. These individuals have experienced harassment, intimidation, and threats from various online lending platforms. “Many had traveled long distances, hoping to be heard finally,” sources said.

The United Online Lending Applications Victims Movement, a civil society group assisting those affected by online lending abuse, also participated in the mass filing. Their presence helped victims navigate the process and gain support.
Illegal Tactics Violate Rights and Privacy
PAOCC emphasized that online lending apps often use illegal tactics such as public shaming, doxing, coercive messages, and threats. These actions breach data privacy laws, lending regulations, and basic human dignity, local leaders noted.
According to PAOCC Usec. Gilberto DC Cruz, the influx of complaints is a “clear sign that more Filipinos are choosing to assert their rights and fight back against abuse.” Currently, authorities are managing around 150 formal complaints and expect more as awareness spreads.
“These abusive practices must end, and we are committed to holding perpetrators accountable,” Cruz affirmed.
Government Launches Crackdown Campaign
On Monday, the PAOCC initiated a campaign targeting abusive online lending applications. The goal is to provide victims with effective legal remedies and to dismantle exploitative schemes.
The crackdown aligns with broader efforts to protect consumers from digital financial abuse and to promote responsible lending practices.
