Napolcom Targets Case Backlog Clearance by 2025

MANILA, Philippines — The National Police Commission (Napolcom) is determined to clear its case backlog against erring police officers quickly and correctly by the end of 2025. This commitment aims to restore trust and ensure justice within the police force and among the public.

“We need to clean out cases, whatever it is,” Napolcom Vice Chairperson and Executive Officer Rafael Calinisan said during a recent interview in Quezon City. “Cases must be disposed of quickly and correctly. If your decision is right but incredibly slow, there’s no justice. If your decision is incredibly fast but wrong, there’s also no justice,” he added.

Setting Clear Timelines for Case Resolutions

Last June, Napolcom established a 60-day deadline for resolving cases to promote swift and fair outcomes. This move seeks to rebuild public confidence and boost morale within the Philippine National Police (PNP) by addressing administrative complaints efficiently.

Calinisan shared recent progress: “Yesterday, we resolved 48 cases. Two days ago, we solved more than 100 cases. I just stepped out a while and we are discussing case number 44.”

Justice for Complainants and Respondents

The commission aims to eliminate the backlog so complainants can finally receive justice. At the same time, innocent officers will be cleared. “If they are innocent, they can be free. But if these police officers accused do have a case where they should be removed from the service, so be it,” Calinisan emphasized.

Napolcom’s Role in Police Discipline

Napolcom is one of several disciplinary bodies overseeing the PNP. Alongside Napolcom, the PNP Internal Affairs Service, the People’s Law Enforcement Board, regional police directors, and the PNP chief also handle disciplinary matters within the national police force, sources said.
