Napolcom Updates Regular and Collateral Allowances for PNP Personnel
MANILA – The National Police Commission (Napolcom) recently announced updates on the regular and collateral allowances for Philippine National Police (PNP) personnel. The updated allowance scheme aims to address the evolving operational demands and economic realities faced by the police force.
These changes came after Napolcom en banc approved Memorandum Circular 2025-004 last Monday, officials reported. The new policy introduces a P3,000 monthly special combat duty pay for personnel actively involved in police operations, alongside a P300 daily combat incentive pay for officers engaged in combat missions.
Enhanced Pay for High-Risk Assignments
According to community members familiar with the memorandum, personnel assigned to high-risk tasks will now receive hazardous duty pay equivalent to 50 percent of their base salary. Additionally, those exposed to radioactive elements during their duties are entitled to an extra 15 percent of their base pay as compensation for the increased risk.
For specialized operations, the new guidelines stipulate a sea duty pay of 25 percent and a flying pay of 50 percent of the base salary for personnel involved in maritime and air missions, respectively. These adjustments reflect the unique challenges faced by officers in these specialized roles.
Hardship Allowances for Challenging Locations
Local leaders noted that police personnel assigned to isolated and difficult areas will also benefit from hardship allowances ranging from 10 to 25 percent of their base pay. This provision aims to recognize the sacrifices of officers working in remote or challenging environments.
However, the updated allowance scheme will only take effect once it receives certification from the Department of Budget and Management, contingent on the availability of government funds, officials clarified.
Boosting Morale and Commitment
Napolcom Vice Chairperson Rafael Calinisan emphasized the importance of these adjustments, stating, “By ensuring that their allowances are responsive to today’s economic realities and operational demands, we are not only recognizing their sacrifices but also strengthening their morale and commitment to serve.”
These allowance updates demonstrate the commission’s ongoing effort to support PNP personnel who continually face demanding and hazardous conditions in their line of duty.
