National Task Force Kanlaon Strengthens Disaster Response
The National Task Force Kanlaon recently convened to discuss ways to improve disaster management on Negros Island following the explosive eruption of Mt. Kanlaon. This meeting marked the task force’s first gathering, held at Camp General Emilio Aguinaldo on May 8 under the leadership of the Secretary of National Defense.
During the session, the task force highlighted the urgent need to establish regional offices for various agencies in the Negros Island Region. Many agencies currently lack operational presence there, which hinders timely and effective disaster response. The Secretary encouraged agencies to prioritize setting up these offices by including related proposals in their 2026 budget requests.
Developing the Kanlaon Recovery and Development Plan
Another key topic was the Kanlaon Recovery and Development Plan (KRDP). The task force aims to complete this plan by July 31, 2025, aligning it with the fiscal year 2026 budget preparations. To facilitate coordination, agencies will designate Primary and Alternate Representatives who will form an Inter-Agency Coordinating Cell (IACC) along with Technical Working Groups (TWGs).
Officials also stressed the importance of improving regional infrastructure to better support disaster resilience. The formation of the National Task Force Kanlaon reflects a shift toward more localized, responsive disaster management strategies. This approach focuses on addressing immediate community needs while laying the groundwork for long-term recovery and development in vulnerable areas.
Collaboration Among Key Government Agencies
The meeting included representatives from multiple government bodies, such as the Department of Environment and Natural Resources, Office of Civil Defense, Department of Science and Technology, Department of Public Works and Highways, Department of Social Welfare and Development, Department of Labor and Employment, Department of Health, Department of Agrarian Reform, and the Department of the Interior and Local Government.
Established under Administrative Order No. 32, signed by the President on April 25, the National Task Force Kanlaon aims to address volcanic threats and protect communities in the Negros Island Region more effectively.
“As natural hazards continue to threaten the Philippines, the formation of the National Task Force Kanlaon signals a move toward more localized and responsive disaster management — aimed at addressing immediate needs while supporting long-term recovery efforts in vulnerable communities,” the task force emphasized.
