Negros Occidental Gov Dismisses HR Head for Abuse
BACOLOD CITY — Negros Occidental Governor Eugenio Jose Lacson has officially dismissed the former head of the provincial human resources department over allegations of inhumane treatment of employees. This decisive action follows a formal complaint filed by a local employees’ group, highlighting the governor’s commitment to safeguarding workers’ welfare.
The dismissal came after the Progressive Alliance of Capitol Employees lodged accusations against Anabelle Palic, alleging a tyrannical attitude that created a hostile work environment. The group claims Palic’s behavior severely impacted the morale and well-being of provincial government workers. Palic, however, has denied these allegations.
Complaint Triggers Legal Action and Dismissal
The complaint was filed on July 6, 2021, prompting an investigation led by the Provincial Legal Officer. Lawyer Alberto Nellas Jr. confirmed that Governor Lacson, acting as the disciplining authority, ordered Palic’s dismissal on June 13 following thorough review of the evidence presented.
The provincial legal office found Palic guilty of oppression, conduct prejudicial to the service’s best interest, grave misconduct, and being notoriously undesirable. These violations justified her removal from office and the imposition of strict penalties.
Consequences and Current Status
The dismissal includes accessory penalties such as cancellation of eligibility, permanent disqualification from holding public office, prohibition from taking civil service examinations, and the forfeiture of retirement benefits. Palic has since filed a motion for reconsideration, which remains under review.
Efforts to obtain a comment from Palic have so far been unsuccessful. Local sources emphasized that this case reflects a broader effort to maintain a respectful and fair workplace in the provincial government.
