Neophyte Representatives Bond at Legislative Training
In a display of camaraderie and shared purpose, neophyte representatives Andrew Julian Romualdez of the Tingog party-list and Javier Miguel “Javi” Benitez from Negros Occidental were spotted together before the afternoon session of the 20th Congress training. This Executive Course on Legislation brought these two young lawmakers closer as they prepared to serve in the House of Representatives.

“As part of their continuing education as public servants, they will receive a comprehensive orientation on key legislative topics, including the budget process, ethics and accountability, and the systems and functions of House committees,” the statement said. The course is a collaborative effort between the House of Representatives and the Center for Policy and Executive Development (CPED) at the University of the Philippines’ National College of Public Administration and Governance (UP-NCPAG). Both Romualdez and Benitez come from prominent political families in the Visayas. Romualdez is the son of the 19th Congress Speaker and Leyte 1st District Rep. Ferdinand Martin Romualdez, while Benitez is the son of Bacolod City Rep. Alfredo Abelardo “Albee” Benitez. Their backgrounds bring a blend of experience and fresh perspectives to the House.
Young Lawmakers Among 20th Congress New Members
Romualdez and Benitez are among the 97 neophyte lawmakers in the 20th Congress, a group that includes 69 district representatives and 28 party-list members. Additionally, 42 returning lawmakers—those who served in past Congresses but not the 19th—are participating in the orientation. This influx of fresh faces signals a new chapter for the legislative body.
Local leaders noted the importance of this training in helping new lawmakers acclimate quickly and effectively. The House Secretary General’s data also shows that many members are in their second or third terms, providing a mix of experience and innovation.
Leadership Support and Future Outlook
While some political figures from both families have been mentioned as potential candidates for the speakership, sources say that Speaker Romualdez currently enjoys strong backing from a supermajority of lawmakers. Leyte 4th District Rep. Richard Gomez expressed confidence that Romualdez would retain his leadership role, citing his positive impact on the Eastern Visayas region.
Meanwhile, the younger Romualdez and Benitez continue to build their legislative careers, supported by ongoing training and mentorship. Their joint appearance at the Executive Course on Legislation reflects their commitment to serve their constituents with knowledge and integrity.
All neophyte and returning lawmakers were invited to the seminar, which was held in two batches; the first began last June 23, and the second on Monday. This comprehensive training sets the stage for a productive 20th Congress.
