New People’s Army Leader Arrested in Cagayan de Oro
A significant breakthrough happened in the fight against insurgency when authorities arrested a New People’s Army leader in Barangay Indahag, Cagayan de Oro City, last June 5. Edward Flores, known by several aliases including Cess, Ruby, Rafa, and Ramon, was identified as the secretary general of the NPA Far South Mindanao Region (FSMR).
The 6th Infantry Division confirmed that Flores was a key figure in the communist insurgency, holding multiple roles such as the Regional Urban Committee secretary, former secretary of the dismantled Guerilla Front Tala, and spokesperson for the FSMR, which operates within the 6th ID’s jurisdiction. His arrest marks a serious setback for the group.
Decades-Long Insurgency Facing Major Setbacks
Local military officials noted that Flores once commanded a powerful faction, but sustained military operations have significantly weakened his group. The vertical platoon has been dismantled, and many leaders and members have been neutralized. This recent arrest further disrupts the already crumbling structure of the communist insurgency in the area.
Brigadier General Michael Santos, commander of the 603rd Infantry Brigade, emphasized the importance of Flores’ capture. Multiple cases have been filed against him, including charges of terrorism and recruiting vulnerable youth into armed rebellion. “His capture is a major setback to their ranks and operations,” he said.
Weapons and Evidence Recovered
Authorities seized a Colt .45 pistol, a fragmentation grenade, and a smartphone from Flores. These items suggest active involvement in armed activities. The 6th Infantry Division remains committed to reducing the threat posed by these terrorist groups and protecting innocent civilians from harm.
Major General Ronald Gumiran, commander of the 6th ID, expressed determination in continuing the pursuit of insurgents. “We will continue our efforts until they are defeated. With the support of our civilian population and partner stakeholders under the Task Force to End Local Communist Armed Conflict (TF-ELCAC), we will not rest until this decades-long problem is resolved,” he stated.
Flores now faces serious charges including murder, attempted homicide, and violations of the Anti-Terrorism Act in various courts across Mindanao.
