New Leadership to Drive Comprehensive Citizen Security Strategy
MANILA, Philippines — Newly appointed Philippine National Police (PNP) officer-in-charge Lt. Gen. Jose Melencio Nartatez Jr. and Interior Secretary Jonvic Remulla have been tasked with delivering a comprehensive citizen security strategy within a month. This plan aims to enhance public safety and restore community confidence nationwide.
Following the sudden removal of former PNP chief Gen. Nicolas Torre III, officials reported that the change was intended to reinforce the role of the National Police Commission (Napolcom) as defined by law. Community members noted that the new leadership has a crucial responsibility to maintain continuity while introducing fresh initiatives.
Government’s Commitment to Filipino Safety
At a press briefing held at Camp Crame, Remulla emphasized, “The mission must continue. The Filipinos must be safe.” He added that President Ferdinand Marcos Jr. has directed Lt. Gen. Nartatez and the Department of the Interior and Local Government to submit a comprehensive citizen security strategy within 30 days. This approach will focus on expanding police presence across all regions to ensure that every Filipino feels secure in their communities.
Sources said the new PNP officer-in-charge intends to maintain key policies from his predecessor, including the five-minute response time for police emergencies, a benchmark set by Gen. Torre when he assumed office last June.
Progress on Emergency Response System
Officials reported that the leadership change will not delay the rollout of the enhanced, integrated 911 emergency call system. The launch remains scheduled for September 12, aiming to improve coordination and response times during emergencies nationwide.
Focus Areas Under New PNP Leadership
In his initial address after taking office, Lt. Gen. Nartatez highlighted the importance of active patrolling and thorough investigation as pillars of effective police response. He expressed a clear focus on combating cybercrime, illegal drugs, unsecured firearms, and terrorism, which remain pressing concerns for public security.
“Through continuous education, recognition and comprehensive welfare programs, we will empower our officers to perform their duties with excellence, professionalism, ensuring their well-being and morale remain high,” Nartatez stated, underscoring his commitment to strengthening the police force from within.

The new officer-in-charge also plans to review existing law enforcement strategies related to risk management, protection of vital installations, public event security, and integrity monitoring among officers. Local leaders noted that these measures are essential to building a resilient organization capable of adapting to evolving security challenges.
