Newly Elected Officials Urged to Join NEO PLUS Program

NEO PLUS Program Boosts Local Leaders

The Department of the Interior and Local Government (DILG) has urged all newly elected officials across the Philippines to actively engage in the 2025 Newly Elected Officials Performing Leadership for Uplifting Service (NEO PLUS) Program. This initiative aligns with President Ferdinand ‘Bongbong’ Marcos Jr.’s enhanced local governance policy, aiming to strengthen leadership at the grassroots level.

Implemented by the DILG’s Local Government Academy (LGA), the NEO PLUS Program is a comprehensive three-year capacity-building project. It supports local leaders throughout their terms, focusing on strategic leadership, policy reform, and responsive public service. “It builds on the original NEO program but with stronger emphasis on strategic leadership, policy reform and responsive public service,” local leaders noted.

Key Components of the NEO PLUS Program

DILG Secretary Juanito Victor ‘Jonvic’ Remulla strongly encouraged officials to participate in the program. He emphasized that the NEO PLUS offers specialized training, education, and support to help leaders govern effectively and responsibly.

The program centers on three pillars: unlocking strategic leadership and competencies; improving management systems and local policies; and enhancing service delivery through partnerships and innovation. These elements aim to empower local officials to meet their communities’ evolving needs.

Phased Implementation for Lasting Impact

The NEO PLUS will roll out in three phases:

1. Accepting the Mandate and Embracing the Development Challenge (June to December 2025)
2. Acting on the Mandate and Addressing the Development Challenge (January to December 2026)
3. Achieving Results and Embedding Gains (January 2027 to June 2028)

By the program’s conclusion, local chief executives are expected to show marked improvements in leadership and governance. Meanwhile, members of the sanggunian should demonstrate stronger legislative and policy-making skills to promote sustainable local development.

Mandatory Courses for New and Returning Officials

All newly elected officials must attend the Introductory Course on Strategic Leadership and Management, scheduled from July to August 2025. Meanwhile, re-elected officials will undergo a refresher course to reinforce their skills and knowledge as part of the program’s rollout.

This initiative reflects the government’s commitment to elevating the quality of local governance and ensuring that leaders are well-equipped to serve their constituents effectively.
