Unidentified Suspects Target No-Contact Apprehension Policy Cables
MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) reported that cables from CCTV cameras used in the no-contact apprehension policy program were stolen in the Guadalupe area of Makati City. This incident has raised concerns over the security of the no-contact apprehension policy devices in the city.
CCTV footage from a nearby bus stop captured the theft last Friday night, June 20, 2025. The MMDA only discovered the missing cables on Tuesday, according to their public information officer, Sharon Gentalian.
Suspects Seem to Target Cables for Sale, Not Cameras
MMDA Chairperson Don Artes shared in Filipino that five individuals, apparently minors, were seen loitering around before cutting the wires. “It appears that they are going to sell the cable rather than that they were angry at NCAP. They only stole the cable; they didn’t break the camera. They only took it and cut the wire,” Artes explained.
The MMDA is coordinating with police authorities to identify and apprehend the suspects. Efforts are underway to obtain clearer CCTV footage to aid the investigation.
New Installation and Recent Troubleshooting of Cameras
According to Gentalian, the cameras were newly installed but had been disconnected last week for troubleshooting after the MMDA detected a humming sound. Despite the disruption, the agency resumed its no-contact apprehension policy program last May to help ease traffic congestion across major Metro Manila roads.
The theft highlights challenges in maintaining the safety and functionality of traffic enforcement tools. Authorities urge the public to remain vigilant and report suspicious activities to prevent further damage or theft.
