No-Parking Scheme Across NCR Roads Planned
MANILA, Philippines — The Department of the Interior and Local Government (DILG) and the Metropolitan Manila Development Authority (MMDA) are moving forward with a no-parking scheme across all local government units in the National Capital Region (NCR) by September. This initiative aims to ease traffic and improve road conditions throughout Metro Manila.
The no-parking scheme across NCR roads was proposed during a joint meeting of DILG, MMDA, and the Metro Manila Council held at Camp Crame on Friday. The agencies agreed to form a technical working group (TWG) tasked with identifying which streets will be included in the program.
Technical Working Group to Define Coverage
“The mayors and I will collaborate through the TWG and develop a final plan by September 1,” stated DILG Secretary Jonvic Remulla in an interview. The group will examine local traffic patterns to determine the best approach for each area.
Initially, there was a proposal to ban parking on public streets from 5 a.m. to 10 p.m. daily. However, MMDA Chairperson Don Artes recommended a more targeted parking ban during peak hours—from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m.—mirroring the agency’s expanded number coding scheme.
Local Government Units to Participate
San Juan City Mayor and Metro Manila Council president Francis Zamora clarified that the existing Mabuhay Lanes, which serve as alternative routes to major roads like Epifanio delos Santos Avenue, will remain enforced. For inner, secondary, and tertiary roads, each local government unit (LGU) will appoint a representative to join the TWG.
“This allows us to study where no parking, limited parking, or one-side parking can be applied,” Zamora explained. The varied traffic situations in Metro Manila’s 17 LGUs require tailored solutions rather than a one-size-fits-all policy.
Unified Effort for Livable Metro Manila
Both Remulla and Zamora emphasized the importance of this collaborative effort. “At least you see the initiative now that all mayors are in agreement that we have to do something,” Remulla remarked. The goal is to make Metro Manila more livable by addressing chronic traffic and parking problems.
