Provincial Leaders Launch Northern Samar Green Lane Policy

Tacloban City – Governor Edwin Ongchuan recently signed an ordinance institutionalizing the Northern Samar green lane policy, marking it as the first local government initiative of its kind in the Philippines. This Northern Samar green lane policy aims to accelerate renewable energy and other strategic investments by providing streamlined processes and comprehensive support.

The ordinance, officially titled An Ordinance Institutionalizing the Green Lane Policy for Renewable Energy and Other Strategic Investments, was championed by several provincial board members. Local leaders noted that the policy offers both fiscal and non-fiscal incentives while ensuring aftercare services to investors, which collectively encourage economic growth in the province.

Streamlining Investment Procedures for Growth

The policy simplifies the approval process through the Provincial Economic Development and Investment Promotions Office. By creating a unified single point of entry for investment proposals, the provincial government handles initial processing before passing them on to the appropriate local government units. This approach eliminates bureaucratic delays and promotes efficiency.

Moreover, the Northern Samar green lane policy permits the simultaneous processing of necessary permits. It empowers the provincial government to issue permits delegated by local governments for projects considered strategic investments. This innovation drastically cuts red tape and expedites project implementation.

Recognition and Impact of the Green Lane Initiative

The initiative originated from a Memorandum of Agreement between the provincial government and various LGUs, aiming to harmonize investment procedures across local jurisdictions. Sources said that this collaboration reflects a shared commitment to boosting the province’s economic prospects.

The program has gained national recognition. President Ferdinand R. Marcos Jr. personally acknowledged the policy’s success by awarding the provincial government on two occasions: July 10, 2024, and March 13, 2025. Such honors highlight the policy’s role as a pioneering model for other regions seeking to attract sustainable and strategic investments.

Through this policy, Northern Samar sets a powerful example of how local governments can foster a more welcoming business environment while promoting renewable energy projects. Local officials remain optimistic about the long-term benefits this will bring to their communities.
