New Online Gambling Ads Template to Promote Responsibility
Authorities have announced the upcoming implementation of an advertisement template aimed at ensuring all responsible online gambling slogans comply with regulatory standards. This initiative comes as part of a broader effort to tighten controls over online gambling promotions in the Philippines.
Sen. Erwin Tulfo, chair of the Senate committee on games and amusement, recently convened with officials from the Philippine Amusement and Gaming Corporation (Pagcor), the Ad Standards Council (ASC), and the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) to discuss this matter. Community members noted that the collaboration seeks to establish a consistent framework for gambling advertisements.
Key Stakeholders Unite to Review Gambling Advertisements
Present at the meeting were Pagcor Chairman Al Tengco and Assistant Vice President Vina Oca, ASC Chairperson Golda Roldan along with President Anna Locsin and other board members, and KBP representative Bobby Barreiro. Local leaders reported that the group focused on reviewing current advertisements related to online gambling to ensure compliance with ethical and legal standards.
Senator Tulfo urged the agencies to accelerate their review processes and improve monitoring mechanisms. Officials highlighted that while legal operators undergo pre-clearing of their advertisements, illegal online gambling platforms remain unchecked and continue to flood various media.
Addressing the Spread of Illegal Online Gambling Ads
“The problem is that while legal operators are being monitored, advertisements from illegal gambling operators continue to proliferate,” the senator emphasized. He also pointed out that ads from unauthorized operators such as 1xBet are still aired on radio and social media despite their illegality.
In response, the agencies agreed to adopt an advertisement template that permits only responsible online gambling slogans. This measure aims to curb misleading or harmful promotions and promote safer gambling practices among the public.
Limitations and Challenges in Regulating Social Media Ads
However, ASC and KBP clarified that their regulatory authority does not extend to social media platforms like Facebook, TikTok, and YouTube, which have their own content guidelines. This regulatory gap poses challenges in controlling illegal gambling advertisements disseminated online.
To address this, Senator Tulfo invited representatives from major social media companies—Meta, TikTok, and Google—to attend a Senate hearing scheduled for September 11. The hearing will explore ways to enforce stricter regulations on online gambling advertisements across digital platforms.
Comprehensive Approach to Combat Illegal Gambling
Law enforcement agencies and the Department of Information and Communications Technology will also participate in the upcoming hearing to discuss strategies for shutting down illegal online gambling operations. Sources said this comprehensive approach reflects growing concerns over the social and economic impacts of unregulated gambling.
Since the start of the 20th Congress, several legislative proposals have been filed aiming to either ban or regulate online gambling to mitigate its negative consequences on Filipino families and communities.
