Support from the Department of Migrant Workers
The Department of Migrant Workers, through the Overseas Workers Welfare Administration (OWWA), offers critical support to families of overseas workers facing loss or hardship. One of its key services is the Education and Livelihood Assistance Program (ELAP), designed to help dependents of deceased or legally sentenced Overseas Filipino Workers (OFWs) continue their education and rebuild financially.
Specifically, ELAP is for families of OFWs who were active OWWA members at the time of their passing or those who were incarcerated and sentenced to death abroad, as long as they made at least one membership contribution. The program provides both educational and livelihood assistance to ease the burden left behind.
Educational Aid for Dependents
The educational support under ELAP ensures that the child or dependent of the affected OFW can complete their studies regardless of the academic path they choose. This scholarship covers various schooling levels:
- Kindergarten to Grade 6: Up to ₱5,000 per school year
- Grades 7 to 12: Up to ₱8,000 per school year
- College level: Up to ₱10,000 per school year
This financial aid aims to reduce dropouts caused by economic hardship and give young family members a chance to finish their education and secure better futures. The Department of Migrant Workers ensures the process remains inclusive, regardless of course or institution.
Livelihood Assistance for Families
In addition to education support, ELAP provides a one-time livelihood grant of ₱15,000 to the surviving family members. This financial help is meant to start small-scale businesses or livelihood activities to help sustain daily needs.
Often, families left behind struggle with income loss. ELAP’s livelihood grant allows them to regain control and develop income sources while their children continue their education. With proper guidance and usage, this assistance can become a vital stepping stone to economic recovery.
