Malacañang has officially fired National Commission of Senior Citizens (NCSC) Commissioner Reymar Mansilungan. He was found guilty of serious dishonesty, grave misconduct, and actions harmful to public service.
In a detailed 16-page ruling signed by Executive Secretary Lucas Bersamin, the decision highlighted the sacred duty of public officials: to always serve with integrity. It stressed, “Integrity is the capital of government workforce. Dishonesty must never be tolerated.”
The case against Mansilungan was brought forward by Miguelito Garcia and Senior Citizens party-list Representative Rodolfo Ordanes. They accused him of misrepresenting his educational background, neglecting his duties, and breaking important rules.
Their claims revealed a glaring issue: Mansilungan listed a Bachelor of Arts in Mass Communication from the University of the Philippines on his résumé. But the UP Office of the University Registrar confirmed he never enrolled or graduated there.
More troubling, Mansilungan reportedly used NCSC funds and spent time attending events far outside his assigned area. He was appointed to serve only North Luzon (Regions 1 to 3 and the Cordillera Administrative Region). Yet, he traveled extensively to South Luzon, the Visayas, and Mindanao.
There were also accusations that he approved bonuses for ineligible contract staff and blocked the appointment of an executive director endorsed by the Executive Secretary.
Mansilungan denied all allegations. He claimed he did finish his journalism course and argued that the law did not restrict his travel outside his jurisdiction. He also defended the bonuses, saying they were meant for long-serving staff before their contracts ended.
But the Office of the President found his explanations too late — only after complaints surfaced. This delay suggested he tried to hide the truth about his background.
The bonuses, the decision said, showed “flagrant disregard” of rules and clear intent to break the law. Mansilungan’s actions, they concluded, harmed the reputation and honor of the NCSC.
In the end, Mansilungan’s misrepresentations and questionable decisions sealed his fate. Malacañang fired him to protect the integrity of public service and uphold justice for Filipino senior citizens.
