PAMANA Program Drives Community Growth in Bicol
The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) has allocated P705 million to fund high-impact, community-driven projects in Bicol through the Payapa at Masaganang Pamayanan (PAMANA) program. This initiative aims to strengthen peace and development by building essential infrastructure like bridges, roads, and water supply systems.
The PAMANA program comes at a crucial time, responding to the increasing number of former rebels who have reintegrated into society. “We actively engage governors and provincial agencies to work together in addressing the concerns of rebel returnees, helping them rebuild their lives and support their families,” said OPAPRU Secretary Carlito Galvez Jr.
Strategic Projects Support Peace and Reintegration Efforts
Since its launch in 2011, PAMANA has stood as the national government’s flagship peace and development initiative. It targets communities affected by decades of conflict and persistent underdevelopment. The program is implemented jointly by OPAPRU and the Department of Social Welfare and Development (DSWD).
Brig. Gen. Randolph Cabangbang, acting commander of the Philippine Army’s 9th Infantry Division, emphasized PAMANA’s role in aiding former rebels in Bicol. “It is very timely that we sustain these programs. These are needed in securing the peace and sustaining the gains, and that is what PAMANA is all about,” he stated.
From January to May 2025, the 9ID reported that 238 former rebels peacefully laid down their arms and returned to lawful society. Beyond infrastructure, OPAPRU collaborates with the DSWD, Department of Agriculture (DA), and other agencies to implement socio-cultural programs that support the holistic transformation of these individuals.
Expanding PAMANA’s Reach and Funding
Recognizing the program’s positive impact, OPAPRU has proposed increasing PAMANA’s budget under the National Expenditure Program (NEP). This move aims to strengthen implementation in critical regions like Bicol and Samar.
Last week, OPAPRU praised the Department of Budget and Management (DBM) for approving over P1.4 billion in funding for PAMANA projects nationwide. Of this amount, P351 million will fund capacity-building initiatives across approximately 200 communities. Meanwhile, P1.049 billion will support sustainable livelihood programs in 981 barangays within peace and development focus areas.
These efforts reflect a comprehensive approach that not only rebuilds infrastructure but also empowers communities and former rebels to establish lasting peace and prosperity.
