Parañaque’s Educational Assistance Program Gains Momentum
Parañaque City’s 2nd district Representative-elect Brian Raymund Yamsuan plans to broaden his “ayuda” program aimed at supporting poor but deserving students in his district. The initiative, known as the BAON (Bigay Ayuda at Oportunidad sa Nakababata) program, has already made a significant impact on the youth in the area.
“Our BAON program had huge impact on the youth in the second district. We will continue implementing and find ways to broaden its scope to benefit more Parañaqueños in the district,” Yamsuan said in a recent statement. He emphasized that the program’s expansion will begin immediately as he starts his term in the 20th Congress.
Education stands out as one of Yamsuan’s main priorities. As a former assistant secretary at the Department of the Interior and Local Government, he understands the power of education in transforming lives. His goal is simple: to make education affordable and accessible, giving every student an equal chance to succeed.
BAON Program: Support for Student Success
The BAON program, which was launched last year, offers a one-time financial aid of P5,000 to qualified students in elementary, high school, and college. Outstanding students such as Dean’s Listers or those with high honors receive P10,000. By April 2025, nearly 5,000 students from the 2nd district have benefitted from this program.
Yamsuan shared a personal note on the importance of education, saying, “Edukasyon, sipag at determinasyon ang pinanghawakan ko noon para makaahon sa kahirapan kaya’t alam ko na kung mabibigyan lamang ng maayos na edukasyon ay may naghihintay na matatag na bukas para sa bawat masisipag na Parañaqueno ng second district.” (Education, diligence and determination were what I held onto in the past to rise above poverty, which is why I know that a stable future awaits every hardworking Parañaquenõ in the second district if given the chance to have a proper education.)
Plans to Increase Funding for Higher Education
In addition to continuing the BAON program, Yamsuan is coordinating with fellow lawmakers to secure more government funding for the Parañaque City campus of the Polytechnic University of the Philippines (PUP). This move aims to provide more opportunities for underprivileged yet deserving students in the district to pursue state-funded higher education.
PUP Parañaque, established through the efforts of the city’s former mayor, offers degree programs in computer engineering, hospitality management, information technology, and office administration. It also provides a diploma in Office Management Technology with a specialization in Legal Office Management.
Long-Term Vision for Youth Empowerment
The success of the BAON program has been a key factor in Yamsuan’s strong support from the youth vote. He highlighted the importance of sustainable programs, stating, “As the saying goes ‘Give a man a fish and you feed him for a day. Teach him how to fish and you feed him for a lifetime.’ Our programs will focus on initiatives that would have lasting positive outcomes on people’s lives.”
With education as his cornerstone, Yamsuan’s efforts reflect a commitment to empowering the youth and building a brighter future for Parañaque’s 2nd district residents.
