LEGAZPI CITY — The stage roof of Peñaranda Park suddenly collapsed during heavy rains on Saturday, August 30, injuring five people who were sheltering beneath it. The park is situated just across the City Hall in the downtown area of Legazpi City.
According to local officials, the collapse occurred around 5:50 p.m. when the steel braces supporting the roof gave way. The roofing, made from black tarpaulin or “trapal,” had trapped a large volume of rainwater, which likely caused the structure to fail.

Most of those injured were teenagers who had taken refuge on the covered stage to avoid the heavy downpour. Community members reported that the sudden collapse caught them by surprise, leading to minor and moderate injuries.
Police Executive Master Sergeant Carlos Paña, the information officer for the local police, confirmed that the victims were promptly transported to a nearby hospital. One individual remains confined for treatment, while the others continue to be observed for minor injuries.

Albay Governor Noel Rosal shared that initial assessments point to the accumulation of rainwater on the trapal roof as the main cause of the steel braces’ failure. “The trapped water added excessive weight, leading to the collapse,” he said.
