On Monday, May 12, numerous persons deprived of liberty participated in the Philippine elections 2025, casting their votes from various prisons and penal farms across the country. This significant exercise highlights the inclusion of PDLs in the democratic process.
Persons deprived of liberty participate in Eleksyon 2025
The Bureau of Corrections (BuCor) reported that foreign observers closely monitored the voting procedures. They were supported by BuCor personnel and election officers from Muntinlupa City to ensure a smooth and transparent process. Meanwhile, the Commission on Elections chairman George Garcia also witnessed the event firsthand.
According to BuCor data, a total of 4,125 persons deprived of liberty are registered voters. Among them, 2,135 are inmates from the New Bilibid Prison (NBP), the country’s largest penal facility.
Breakdown of registered voters by facility
Aside from NBP, 924 registered PDL voters come from the Davao Prison and Penal Farm. The Leyte Regional Prison has 421 registered voters, while the San Ramon Prison and Penal Farm counts 290. Additionally, 140 inmates from the Iwahig Prison and Penal Farm are registered voters.
There are also 123 registered voters among detainees at the Correctional Institution for Women (CIW) in Mandaluyong City, and 92 at the CIW-Mindanao.
Voting rights of persons deprived of liberty
BuCor clarified the criteria for PDLs qualified to vote. Those confined in jail or formally charged and undergoing trial are eligible. This also includes inmates serving sentences of less than one year, as well as those convicted of crimes that do not involve disloyalty such as rebellion, sedition, firearm violations, or crimes against national security. Moreover, PDLs who are currently appealing their convictions are allowed to vote.
This year’s participation of persons deprived of liberty in Eleksyon 2025 underscores the government’s commitment to uphold voting rights even within correctional facilities. It also provides a meaningful opportunity for these individuals to engage in the country’s democratic process despite their circumstances.
