Stand-By Funds Needed for OFW Safety
The Philippine government must allocate stand-by funds of at least P600 million to assist overseas Filipino workers (OFWs) in the Middle East if the ongoing conflict escalates. This urgent call comes from economist and Albay 2nd district Representative Joey Salceda, who specifically urged the Department of Migrant Workers (DMW) and the Department of Foreign Affairs (DFA) to act promptly.
Salceda emphasized that the stand-by funds are crucial for repatriation and support services. “The Department of Migrant Workers and the Department of Foreign Affairs should validate overseas contingency plans and propose stand-by funds at a level of at least P600 million,” he stated on June 15. Lessons from Past Regional Tensions
The proposed amount is based on the government’s experience in January 2020 when the Department of Labor and Employment (DOLE) mobilized P600 million for repatriation and welfare services amid rising tensions in the Middle East. Salceda pointed out that this figure serves as a practical benchmark for upcoming budget proposals from the DMW and DFA.
In the recent days, missile exchanges between Israel and Iran have raised serious concerns about the safety and well-being of Filipinos working in the region. Salceda reminded that with around 2.16 million Filipinos working overseas, over one-third are based in the Middle East. Notably, Saudi Arabia hosts more than 20 percent, while the United Arab Emirates accounts for over 13 percent of this population.

Given the ongoing conflict, Salceda’s appeal underscores the importance of readiness to provide immediate assistance. The stand-by funds would cover costs related to repatriation, emergency aid, and other welfare services that might be needed if the situation worsens.
