PNPA Faces Urgent Reforms After Alleged Assault Incident
The Philippine National Police Academy is undergoing scrutiny as the National Police Commission (Napolcom) pushes for reforms following a disturbing incident. The alleged sexual abuse of a 23-year-old cadet by a police major inside the academy camp in Cavite has raised urgent calls for changes in the academy’s policies and training programs.
Napolcom Vice Chairperson and Executive Officer Commissioner Ralph Calinisan confirmed that the commission is actively reviewing the academy’s systems. “The Philippine National Police Academy reforms are essential,” he stated, emphasizing the need to address the core of recruitment and training standards.

He added that every aspect of teaching and continuous training must be carefully evaluated. “We are looking into this because this is important for Napolcom, this is not to look for mistakes in the Philippine National Police, but to have systemic changes in the organization and that is why primarily the National Police Commission exists,” Calinisan explained.

When asked whether officials would be assessed for their fitness to hold positions, Calinisan clarified that the process would focus on accrediting professors to a core group rather than singling out individuals. This approach aims to strengthen the institution’s foundation and prevent future incidents.
Meanwhile, the investigation into the alleged abuse remains ongoing. Calinisan shared that he has no update on the cadet’s current condition but confirmed the seriousness with which the commission is handling the case.

According to reports from authorities in the Calabarzon region, the incident occurred on July 31 inside the PNPA grounds. The suspect reportedly intoxicated the cadet, then coerced him to undress and subjected him to unwanted physical acts.
A case for acts of lasciviousness has been filed against the accused before the Silang-Amadeo Municipal Trial Court. However, Calinisan questioned why the complaint was not filed as rape, highlighting concerns about proper legal classification of such offenses.
