Philippines EU Security and Defense Dialogue Launches

The Philippines and the European Union (EU) have officially launched the new EU-Philippine Security and Defense Dialogue. This initiative aims to enhance cooperation on security issues in both regional and global contexts. The creation of this dialogue marks a crucial step in deepening the Philippines EU security and defense dialogue, fostering regular and meaningful exchanges on shared concerns.

During a joint press conference, Department of Foreign Affairs (DFA) Secretary Enrique Manalo and the EU’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, emphasized the significance of this development. Manalo stated, “Today, our relationship reaches another significant milestone with our decision to create a Security and Defense Dialogue. This Dialogue will provide a mechanism for the PH and the EU to discuss security- and defense-related issues with both depth and regularity.” He also called Kallas’ visit a strong symbol of the enduring friendship between the two, grounded in democracy, good governance, and human rights.

Building on Existing Partnerships and Expanding Cooperation

The new security and defense dialogue builds upon current agreements, such as the Subcommittee on Maritime Cooperation under the Philippines-EU Partnership and Cooperation Agreement. Kallas described the dialogue as “a dedicated platform through which we can deepen our cooperation, exchange expertise on security and defense, and explore joint initiatives that contribute to the regional, as well as global, security.”

She further outlined the dialogue’s broad scope, which will cover maritime security, cybersecurity, counterterrorism, crisis response, and tackling foreign information manipulation. This comprehensive approach reflects the shared commitment to addressing emerging threats together.

Economic Collaboration and Free Trade Agreement Talks

Beyond security, Secretary Manalo highlighted the importance of finalizing negotiations on the Philippine-EU Free Trade Agreement (FTA). He expressed hope for the EU and its member states to support an early conclusion of a comprehensive and balanced FTA, which would deepen economic ties through trade and investment.

Kallas affirmed that both sides plan to advance subsequent negotiation rounds. She also stressed the EU’s interest in boosting economic cooperation in digital connectivity, people-to-people exchanges, and the green economy. Highlighting the role of ASEAN, she said, “We look forward to working closely with the Philippines as you are the chair of ASEAN in 2026.”

Commitment to a Rules-Based International Order

While the officials did not directly address China’s assertive actions in the South China Sea, they underscored the importance of upholding a rules-based international system to maintain peace. Kallas remarked, “We share a commitment to upholding the rules-based international order, to promoting peace and stability, and to addressing common challenges together. These include the developments in the South China Sea and Russia’s illegal war of aggression in Ukraine.”

Manalo reiterated both parties’ firm dedication to the United Nations Charter and the 2016 Arbitral Award, emphasizing principles of non-aggression, sovereign equality, and territorial integrity. He noted that these principles guide the Philippines’ consistent stance on global and regional matters, including the South China Sea dispute and the conflict in Ukraine. He added, “We thank the EU and its Member States for their clear and principled statements of support regarding recent incidents in the South China Sea.”

Despite current geopolitical uncertainties, Manalo expressed confidence that the strong Philippines EU security and defense dialogue foundation will help both sides pursue common goals and develop future-oriented solutions.
