Philippines-EU Security and Defense Dialogue Launched
President Ferdinand ‘Bongbong’ Marcos Jr. warmly welcomed the creation of the Philippines-European Union Security and Defense Dialogue during the recent visit of EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas. This new dialogue, which is set to begin in the last quarter of 2025, marks a pivotal step in addressing shared geopolitical challenges through cooperation with partners who uphold similar values and a rules-based international order.
During a courtesy visit at Malacañang Palace, the President expressed gratitude for the EU’s ongoing support. “The Philippines-EU Security and Defense Dialogue will deepen collaboration in critical areas such as maritime security and cybersecurity,” sources noted, emphasizing the importance of this partnership.
Focus on Maritime Security and Regional Stability
The dialogue aims to tackle pressing security concerns, including hybrid threats and foreign information manipulation. Department of Foreign Affairs Secretary Enrique Manalo highlighted that this initiative is “a step in the right direction,” reinforcing the commitment to peace and stability in the Indo-Pacific region.
Both sides underscored the value of existing programs like Critical Maritime Routes Indo-Pacific (CRIMARIO II) and Enhancing Security Cooperation in and with Asia (ESIWA Plus). They jointly reaffirmed their dedication to freedom of navigation and overflight as outlined by the 1982 UN Convention on the Law of the Sea (UNCLOS).
Concerns were also raised over China’s aggressive actions against Philippine vessels in the South China Sea, with officials reiterating the importance of upholding international law, including the 2016 South China Sea Arbitration Award that invalidates China’s claims in the area.
Strengthening Trade, Investment, and Global Cooperation
Beyond security, both the Philippines and the EU expressed optimism regarding ongoing negotiations for a Free Trade Agreement. They agreed to enhance cooperation in human rights, governance, climate change, and green transition efforts, aligning these with the Global Gateway Strategy.
The dialogue also emphasized people-to-people exchanges to foster deeper ties. Officials praised the Philippines’ active role in ASEAN, especially as it prepares to chair the regional bloc in 2026. Kallas commended the country’s firm commitment to multilateralism, the UN Charter, and support for key UN resolutions, including those concerning Ukraine.
Shared Commitment to Peace and International Law
Both parties reaffirmed their support for Ukraine’s sovereignty amid ongoing conflict, urging ceasefire and peaceful resolution. They stressed the need to prevent escalation and the use of weapons of mass destruction, advocating for a just and lasting peace based on international law.
Regarding the Israel-Palestine situation, the officials expressed support for initiatives promoting a two-state solution grounded in the UN Charter and relevant resolutions.
Kallas’ two-day visit to Manila, her first since her appointment, was seen as a significant step in boosting diplomatic relations. Local leaders noted that this strengthened partnership sets a positive tone for future cooperation between the Philippines and the European Union.
