Philippines-Japan Reciprocal Access Agreement Strengthens Security

The Department of National Defense (DND) warmly welcomed the approval of the Philippines-Japan Reciprocal Access Agreement (RAA) by Japan’s National Diet on June 6. This landmark pact enables both nations to deploy military personnel and equipment on each other’s soil for joint exercises, similar to the Balikatan exercises conducted with the United States Armed Forces.

DND spokesperson Arsenio Andolong emphasized, “The RAA allows the Philippines and Japan to work more closely together on defense and security matters.” This agreement aligns with President Marcos Jr.’s vision to deepen partnerships with like-minded countries for regional stability and peace.

Key Details and Strategic Importance of the Agreement

Signed on July 8, 2024, by DND Secretary Gilberto Teodoro Jr. and then Japanese Foreign Minister Kamikawa Yoko during a Malacañan Palace visit, the RAA was ratified by the Philippine Senate on December 16, 2024. It sets clear guidelines for joint military activities and clarifies the legal status of visiting forces.

The agreement is expected to enhance cooperation in joint exercises, humanitarian aid, and disaster response while boosting interoperability between the Armed Forces of the Philippines (AFP) and Japan Self-Defense Forces (JSDF). Officials note that this cooperation is a crucial step toward securing a free, open, and peaceful Indo-Pacific region.

Strengthening Defense Amid Regional Challenges

The DND highlighted the RAA as part of broader efforts to counter China’s expanding presence in the West Philippine Sea. By reinforcing ties with allies like Japan, the Philippines aims to sustain a balance of power and protect its maritime sovereignty.

Besides Japan, the Philippines maintains Visiting Forces Agreements with the United States and Australia. Negotiations for similar pacts with countries such as France, Canada, and New Zealand are also underway, signaling Manila’s commitment to bolstering its defense network.

The RAA marks a significant milestone in Philippine-Japan relations, fostering mutual trust and cooperation in defense. It reflects a shared commitment to peace and stability in the region.
